Brussels, 19 December 2005 HEAD OF CONFERENCE SERVICES (Grade P5) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES Under the direction of the Assistant Secretary-General, Head of Administration Finance and Human Resources, the Head of Conference Services shall: 1. be responsible for supervising and coordinating the activities of the Conference Services, including the linguistic services (Interpretation and Translation); 2. consult with the Secretary-General’s Cabinet and Experts in the preparation of meeting schedules for the ACP Group; 3. ensure the programming, preparation and practical organisation of all ACP, ACP-EU and other meetings involving the ACP Group, in Brussels and elsewhere; 4. establish and maintain contact with the EU Conference Services, as well as with any other organisation or institution; 5. cooperate with the Protocol and Press services of the ACP General Secretariat; 6. ensure the timely reproduction and distribution of documents; and 7. carry out any other duties which might be assigned. QUALIFICATIONS 1. University degree in Social Sciences, Arts or an equivalent diploma; 2. Minimum of seven years professional experience in organisational duties, operating methods, or a similar position; 3. Good command of English and French. A working knowledge of Portuguese or Spanish, would be an added advantage; 4. Computer literate LEGAL COUNSEL (Grade P4) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES The Legal Counsel shall assist the Chief Legal Counsel and perform any duties as may be assigned. REQUISITE QUALIFICATIONS 1. Masters degree in International Law, or equivalent; 2. EXPERT IN CHARGE OF PROTOCOLS AND COMMODITIES (Grade P4) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES Under the authority of the Assistant Secretary-General (Sustainable Economic Development), the Expert in charge of protocol and commodities shall be required to: 1. Deal with and analyse issues pertaining to protocols and commodities, particularly production, marketing, diversification, prices etc.; 2. Follow up the development and implementation of international commodities agreements and their impact on ACP countries; 3. Follow up the implementation of the ACP-EC Partnership Agreement in his area of competence and prepare relevant documents, reports and notes; 4. Assist the relevant Subcommittees and Working Groups of the ACP Committee of Ambassadors and take appropriate follow-up action; 5. EXPERT IN CHARGE OF POLITICAL DIALOGUE AND RELATIONS WITH INTERNATIONAL ORGANISATIONS (Grade P4) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES: Under the authority of the Assistant Secretary-General (Political Affairs and Human Development) the expert in charge of political dialogue and relations with international organisations shall be required to: 1. Monitor the implementation of the ACP-EC partnership Agreement in the areas of political dialogue, conflict prevention and resolution, institutional matters and relations with relevant international and regional organisations; 2. Contribute to the identification and analysis of strategies and activities aimed at facilitating the attainment of the political objectives of the ACP Group; 3. Assist in strengthening the political identity of the ACP Group; 4. Assist ACP States and the Secretariat in promoting and reinforcing political dialogue at appropriate levels especially with the European Union with respect to the consolidation and strengthening of ACP-EC co-operation and partnership, and with relevant international institutions; 5. Assist in establishing conciliation mechanisms as well as organising activities that support mediation and negotiation efforts in case of conflicts between ACP countries; 6. Assist the relevant Subcommittees and Working Groups of the ACP Committee of Ambassadors and take appropriate follow-up action; 7. Perform any other duties as may be assigned.
MINIMUM QUALIFICATIONS: 1. University degree or equivalent in Political Science, International Relations, Arts, Social Sciences and/or in related fields; 2. Computer literate EXPERT IN CHARGE OF MULTILATERAL TRADE ISSUES (GRADE P4) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES Under the authority of the Assistant Secretary-General (Sustainable Economic Development), the Expert in charge of multilateral trade issues shall be required to: 1. Deal with and analyse trade and trade-related multilateral issues, particularly the implementation and negotiation of the rules of the international trade system and their impact on ACP countries; 2. MAIN DUTIES Under the supervision of the Head of Conference Services, the Interpreter shall: 1. provide consecutive or simultaneous interpretation into English of statements and speeches given in French and Portuguese during oral proceedings, debates or discussions of committees and working groups of the ACP Group; 2. perform similar duties when requested for the staff of the Secretariat in the pursuance of their official duties; 3. interpret into English and French during dignitaries courtesy calls on the Secretary General and on any other such occasions; 4. carry out any other duties as might be assigned. BILINGUAL SECRETARY AND CONFERENCE SECRETARY Grade GS4) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES: 1. Organising office work and dealing with official correspondence. 2. Keeping the files and other records. 3. Taking notes in Shorthand and transcribing them in the English and French. 4. Typing texts, reports, translations in English and French. 5. Word processing. 6. Dispatching faxes. 7. Photocopying and distribution of documents. 8. Any other office work as may be assigned. QUALIFICATIONS: 1. G.C.E. ‘A’ Level Certificate or equivalent high school diploma. 2. Secretarial or Administrative Diploma 3. Minimum working experience of 5 years. 4. Computer literate. 5. Additional training in management or accounting would be an asset 6. Good command of English and French. 7. Short-listed candidates will be required to sit a practical test arranged by the Secretariat and thereafter attend an oral interview. TECHNICIAN (Grade L3 ) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES: Under the supervision of the Expert in charge of General Administration, the Officer shall: 1. operate and maintain the interpretation equipment in the conference rooms of ACP House; 2. store the taped recordings of the deliberations of meetings of the different organs of the ACP Group; 3. set up and operate the equipment mentioned above for meetings held outside the headquarters of the ACP Group; 4. conduct periodic inspections and notify the relevant authorities of any lost or damaged equipment; 5. supervise and monitor the execution of contracts concluded with companies for the maintenance of the following technical equipment and provision of services: - Lifts - Heating and air-conditioning - Telephone system - Janitorial services
6. call on external companies to repair and maintain other equipment relating to: - electrical installations - plumbing - carpentry - hardware fittings.
7. ensure usual upkeep and maintenance of different types of equipment at the Secretary-General’s residence; 8. assist the Expert in charge of General Administration to plan any renovation to the building of the ACP Secretariat or the Secretary-General’s residence. REQUISITE QUALIFICATIONS: 1) Technician’s diploma (superior level); 2) Three years relevant professional experience; 3) Good command of French. Ability to work in English would be considered an asset. 4) Computer literate. FAX OPERATOR (Grade L1) REMUNERATIONS: Depending on professional background, experience and family situation, the ACP Secretariat offers a competitive remuneration and benefits package. MAIN DUTIES: Under the supervision of the Expert in charge of General Administration, the Officer shall: 1. deal with incoming and outgoing faxes of the ACP Secretariat by use of the fax equipment to send and receive faxes; 2. maintain manual log and electronic records of all incoming and outgoing faxes; 3. present incoming faxes to the Secretary General’s office and facilitate distribution to Secretariat Departments or Units, either by hand or email; 4. update fax directory and programme changes in fax numbers of ACP Missions and other organizations into the fax machine; 5. ensure availability of office supplies to operate the fax equipment such as paper, toner, diskettes, CD-ROM etc; 6. perform any other duties as may be assigned.
