Introductory Note on the proposed rotation system

for Subcommittee Chairs and Vice-Chairs

for the period 1st February 2005 - 31st January 2006

The Committee of Ambassadors had, at its 755th meeting on 15th January 2004, approved the recommendation of the Bureau for the implementation of a rotation system for Subcommittee Chairs and Vice Chairs.  Like the earlier system that had been proposed by the Secretariat in 2001, this system also covers a three year period, from 1st February 2004 to 31st January 2007.

The system provides certainty, by affording each region the opportunity to preside over a Subcommittee in any given year.  It also provides predictability, in that one of the two Vice-chairs on each Subcommittee’s Bureau would replace the incumbent in the following year.

Table 1 attached shows the rotation of Sub-Committee Chairs among the six regions during the three year period from 1st February 2001 to 31 January 2004.   Table 2 (A) shows the current distribution of Chairs and Vice-chairs, in the implementation of the three-year system approved by the Committee of Ambassadors on 15th January 2004. Table 2 (B) shows the composition of the Troika for each Subcommittee for the period 1st February 2005 to 31st January 2006, and Table 2 (C) does likewise for the period 1st February 2006 to 31st January 2007.

The Bureau is invited to recommend to the Committee of Ambassadors that each region designates its representative on the Troika of each Subcommittee for the period 1st February 2005 until 31st January 2006, as per Table 2 (B).

It should also be noted that each region would be required, in addition to designating its representative on the respective Subcommittee Bureaux, to designate two core members for each Subcommittee for the same period.
