Declaration of the 9th Session of the ACP Parliamentary Assembly on Cuba


The 9th Session of the ACP Parliamentary Assembly, meeting in Brussels, Belgium, from 10 to 12 September 2007,

  1. Recalling that on 15 consecutive occasions, from 1992 to 2006, by a practically unanimous vote, the international community, as represented in the UN General Assembly, has rejected the four decades long economic, financial and commercial blockade of Cuba by the United States;
  1. Pointing out that the only votes against this resolution condemning the blockade imposed by the United States on Cuba have been United States and Israel;
  1. Considering that the results of these votes in the UN General Assembly are a sign of the international community’s rejection of the extra-territoriality of the laws implemented by the US blockade against Cuba;
  1. Recalling that at the 5 th Summit of ACP Heads of State and Government, held on 8 December 2006 in Khartoum, Sudan, passed a Final Declaration that expresses in its paragraph 17, a strong condemnation of the illegal blockade imposed by the United States against Cuba and calls for an end of the illegal extra-territorial laws purposed to render the Cuban people to starvation and diseases;
        • Demands the lifting of the extra-territorial laws and the illegal blockade against Cuba and reiterates its support to the resolutions passed by the UN General Assembly concerning this issue;
        • Expresses solidarity with the Final Declaration of the 5 th Summit of ACP heads of State and Government, passed in Khartoum, Sudan, during December 2006;
        • Requests the ACP Co-President to pass this Resolution to the Co-President of the ACP-EU Joint Parliamentary Assembly, ACP Council, EU Council, ACP-EU Joint Parliamentary Assembly, the European Parliament and the Inter-Parliamentary Union.
