for the evaluation of projects submitted to the “Regional Funds for the Promotion
of Cooperation and Cultural Exchanges in
Reference: 9ACP ROC 018
At the end of year 2006, European Commission and West African Economic and Monetary
Union Commission (UEMOA) signed a financing agreement for the implementation
of a program of cooperation and cultural exchanges between the countries of
ECOWAS and
The Contracting Authority is the UEMOA Commission, Regional Authorizing Officer of the EDF, the Supervising Agency is the Social and Cultural Development Department of UEMOA Commission. The Project Management has been attributed through restricted tenders to COWI A/S.
The Regional Funds for the Promotion of the Cooperation and Cultural Exchanges
in West African come in complementarity to the others cultural programs existing
in ECOWAS and
The overall objective of the project is to support the development of exchanges, networks and co-operation between the cultural actors of countries within the region.
The specific objectives are:
- the development of synergies, complementarities, collaborations and partnerships between cultural actors of the region
- the growth of the movement and the valorisation of actors, works and cultural information within the region
Operative method of the project recommends that technical and financial evaluation of projects submitted through call for proposals, should be done by independents experts. Accordingly the Program Management Unit in charge of the implementation of the project launch a call for expression of interest for the recruitment of cultural experts.
This call is opened only for natural persons
Nature of the mission:
The Regional Funds for the Promotion of Cooperation
and Cultural Exchanges in
Selected candidates will constitute a confidential list of independents assessors specialised in the different sectors mentioned in the candidacy report.
Eligibility criteria, qualifications and experiences
-
To have a good knowledge of the cultural sector in Africa, particularly in
- to hold an ACP/UE nationality
- to be resident in this region or doing his main activity there;
- To detain a Diploma taken after 4 year at University (GCE-A-Levels + 4);
- to have at least five years of experiences in cultural Projects management ;
- To have an extended experience in the evaluation of cultural projects;
- To have a good knowledge of EDF procedures, especially the standard evaluation grid of 9th EDF;
- To have a significant expert in at least one domain among the following :
Reinforcement of cultural actors capacities, animation of local cultural associations, lively arts (theatre, music, multidisciplinary festivals, contemporary dance), book and writing, audiovisual production;
- Good knowledge of English and French language.
