Position – Assistant to the Programme Management Unit (PMU)

EU-ACP Support Programme for Cinema and Audiovisual


The “EU-ACP Support Programme for Cinema and Audiovisual” aims at promoting the development and structuring of the cinematographic and audiovisual industries in the 79 ACP (Africa, Caribbean and Pacific) countries.

The Programme started in October 2007 for a 3 years term.

The Programme is managed and implemented by the ACP Group of States Secretariat with the assistance of a Programme Management Unit (PMU). The management of this PMU has been mandated to the consortium led by Transtec, in partnership with Media Consulting Group, the Festival des 3 continents and CIFAP.

The PMU's overall objectives are to:

  • Assist the ACP Group of States Secretariat for the administrative, technical and accounting management of the Programme;
  • Provide advice and technical expertise to the ACP Group of States Secretariat, beneficiaries and other professionals;
  • Promote the Programme and EU and ACP countries actions under the coordination of the ACP Group of States Secretariat and the European Commission;

In order to assist the 2 leader experts of the PMU in their tasks, we are looking for an part time assistant available asap for the whole term of the Programme (3 years) in Brussels.  

His/her tasks will mainly be to assist the experts in their administrative duties, management and organisation of the Programme.  

More precisely, responsibilities will include:

  • Secretarial daily tasks such as the follow up of the Programme procedures (Call for Proposals and Projects, Steering Committee, meetings secretariat and drafting minutes, filing, archiving, databases, calendar and directory updates etc.);
  • Programme accounting and management as well as financed projects follow up under the direction of the PMU leader expert and in cooperation with the responsible collaborators;
  • Maintaining a good day-to-day coordination with the main collaborators of the PMU such as the ACP Group of States Secretariat or Transtec as the project leader, etc.;
  • Ensure the office running while the experts are carrying out missions in the Programme’s countries (a week per month)

The successful candidate will be selected for :

  • His/her capacity to control the key steps of the PMU activity, more precisely:
    • Call for proposals (applications receipt and coding, documents verification, sending applications to the assessors, evaluation follow up, beneficiaries and public information);
    • Successful projects follow up and implementation management;
    • Day-to-day office duties (filing, mailing, phone calls, agenda and experts’ missions organisation, public reception desk etc.);
  • Fluency in written and spoken English and French essential, both are the working languages of the Programme ( bilingual an advantage)
    • Good written translation abilities in both languages;
    • Good telephone manners in both languages;
  • Good knowledge and utilisation of the Word, Excel and Power Point programmes (Access programme knowledge an advantage);
  • Dynamic, pro-active and resourceful;
  • Degree, diploma and references in management/administration;
  • Good communication and relational skills, its initiative and availability towards the diversified official public environment of the Programme (experts, ACP Group of States Secretariat, audiovisual and cinema professionals, representatives of the sector and of the ACP countries, European Commission, visitors and other institutional representatives);
  • Prior experience in a similar international institutional environment an advantage.
