The Secretariat of the ACP Group of States has a temporary vacancy for the post of Expert responsible for Macro-Economic and financial Issues for a three (3) month period.

MAIN DUTIES

Under the authority of the Assistant Secretary-General (Development, Finance and Intra-ACP Programming), the Expert responsible for macro-economic and finance issues shall be required to:

  • analyse multilateral macro-economic and financial issues and prepare the relevant reports and position papers for the ACP Group and ACP-EC joint institutions;
  • provide assistance to the ACP Group through its various organs to optimize its benefits from global, sectoral and thematic development policies, strategies and programmes;
  • strengthen the Organisation’s coordination with the responsible methodological/thematic entities of the European Commission responsible for macro-economic matters affecting the ACP Group;
  • monitor the implementation of the external debt reduction programmes such as HIPIC initiatives and the multilateral Debt Relief Initiative (MDRI) and the related contribution towards the achievement of the millennium Development Goals (MDFs);
  • explore the availability and develop strategies to promote the utilization of international financing outside of EDF to fund ACP projects;
  • follow-up the implementation of the ACP-EC Partnership Agreement in his area of competence and produce all relevant documents, reports and notes;
  • assist the relevant Subcommittees and Working Groups of the ACP Committee of Ambassadors and take appropriate follow-up action;
  • perform any other duties as may be assigned.

 

REQUISITE QUALIFICATIONS

 

1. University degree or equivalent in Economics, Finance, Law, Management, International Relations and/or in related areas;

2. At least five years of relevant professional experience;

3. Good command of English or French or Portuguese and a working knowledge of one of the other two languages;

4. Computer literacy is a prerequisite with practical experience in Microsoft packages.

In conformity with the Staff Regulations, staff of the Professional and General Services categories are appointed by the Secretary-General on the recommendation of the Recruitment Advisory Committee chaired by the Assistant Secretary-General, Head of the Department of Administration, Finance and Human Resources.

The net basic salary attached to the post is 4.061,00 €.

In addition to the net basic salary, a job risk allowance equal to 45% of the net basic salary shall be paid. This should provide for the social service obligations that a person residing in Brussels would have.

In the framework of their functions, members of staff are governed by the Staff Regulations of the Secretariat (ACP/41/017/03 Rev.6) and by any other decision that may be adopted by the competent ACP authorities regarding employment.
