ON THE WORLD
The 3rd Summit of ACP Heads of
State and Government of the African, Caribbean and Pacific Group of States
(ACP) meeting in Nadi, Republic of Fiji Islands
on 18 and 19 July 2002;
RECALLING its decisions taken at the 1st
and 2nd Summits to place sustainable development as one of the
Group’s key objectives,
RECALLING also commitments made in several
United Nations fora, inter alia, the UN Millennium Declaration, the Brussels
Declaration on Least Developed Countries and the Monterrey Consensus,
Having regard to the ACP Vision for Sustainable Development
as approved by the 75th Session of Council,
ACKNOWLEDGING the need for the ACP Group
to have a common position at the World Summit on Sustainable Development (WSSD)
to be held in
HEREBY DECIDES:
(1)
To mandate the President-in-Office of the ACP Summit to represent
the ACP Group at the World Summit on Sustainable Development;
(2) To instruct the Secretary General of the Group to take the necessary
steps to prepare for the WSSD, prepare an ACP statement for presentation by
the President-in-Office of the ACP Summit, and to facilitate
consultations among the ACP.

ON
THE VISIBILITY AND ROLE OF THE ACP GROUP ON THE INTERNATIONAL SCENE
The 3rd Summit of ACP Heads of
State and Government of the African, Caribbean and Pacific Group of States
(ACP) meeting in Nadi, Republic of Fiji Islands
on 18 and 19 July 2002;
RECALLING the objectives of the Georgetown
Agreement as amended and Decision No. 5 of the 2nd
HAVING BEEN INFORMED of the implementation of reforms
within the Secretariat as well as the state of progress in the review of the
Georgetown Agreement;
NOTING that the Cotonou Agreement, which is the bedrock of ACP−EU cooperation,
expires in 2020;
AWARE of its collective responsibilities
in a rapidly−changing globalized world, and of the need for the ACP Group to play
effectively and efficaciously a greater role on the international scene;
HEREBY DECIDES:
(1) to commend the Council of Ministers for the progress made in the implementation of the reforms and in the review of the Georgetown Agreement;
(2)
To encourage the Council of Ministers to ensure that, by its next ordinary
session, the relevant modifications are incorporated into the Georgetown Agreement
with a view to endowing the ACP Group with the resources, especially legal
and institutional, necessary for its enhanced visibility and improved efficiency
on the international scene, to enable it to defend the interests of all the
ACP members in solidarity and unity.

To mandate the Council of Ministers to organize regular consultations between

PROMOTION OF ACP CULTURES
The 3rd Summit of ACP Heads of State and
Government of the African, Caribbean and Pacific Group of States (ACP) meeting
in Nadi, Republic of Fiji Islands on 18 and 19 July
2002;
RECALLING the commitments contained in
the Santo Domingo Declaration acknowledging
culture as an essential factor of development;
STRESSING the importance of cultural development
as provided for under the Cotonou Agreement, especially
Article 27 thereof;
DESIROUS of promoting a dynamic and multifarious
intra−ACP Cultural cooperation;
HEREBY DECIDES:
(1) To mandate the Council of
Ministers:
a) to examine the feasibility of an ACP
festival as a tool for the promotion
and marketing of cultural industries, the first being held in an ACP country
in 2004;
b) to
set up an ACP Cultural Foundation and to instruct the Council to define the
modalities of its establishment;
(2)
Instructs the Council of Ministers, if need be, to take the relevant measures
to implement these activities;

RECALLING the main objectives of the Cotonou
Agreement, namely, sustainable development, the alleviation and eradication
of poverty, and the smooth and gradual integration of the ACP States into
the global economy;
NOTING that the ACP and the
EU have decided to conclude EPAs the negotiations
of which will be launched
on
RECALLING that the WTO has set
itself the objectives of “raising standards of living, ensuring full employment
and a large and steadily growing volume of real income and effective demand,
and expanding the production of and trade in goods and services, while allowing
for the optimal use of the world’s resources in accordance with the objective
of sustainable development, seeking both to protect and preserve the environment
and to enhance the means for doing so in a manner consistent with their respective
needs and concerns at different levels of economic development”;
CONSCIOUS of the need for the
ACP to engage actively and proactively in the multilateral negotiations under
the Doha Work Programme of the World Trade Organization
(WTO) and the negotiations of economic partnership agreements (EPAs);
AWARE of the need to pursue
policies conducive to the expansion of the trade of the ACP states;
AWARE ALSO that the essential
part of efforts aimed at export expansion and development fall within the
competence of national governments.
NOTING that intra-regional trade is increasingly important
for
CONVINCED
that EPAs can be instrumental for the diversification
of exports, which would enable ACP States to derive higher revenues from the
export of higher domestic value-added products,

To endorse and commend the Council of Ministers for adopting, the ACP Negotiating
Guidelines aimed at strengthening the unity and solidarity of the Group
(2)
To call on the ACP Council of Ministers to ensure that the EPAs contribute effectively to the development of the ACP
States;

With regard to partnership
in international trade
To mandate the ACP Council of Ministers to ensure appropriate
coordination of the Groups position within the WTO;
III.
With regard to intra−ACP
cooperation
To encourage the Council of Ministers
to pursue the consideration of the creation of an ACP Free Trade Area.
