Summit of ACP Heads of State and Government, Libreville, Gabon, 6-7 November 1997

Opening Speech by Mr Magande

The ACP Council of Ministers, meeting in November 1995 in Mauritius, decided that the ACP States should meet at the level of Heads of State and Government before the end of 1997. The purpose of the Summit being held in Libreville on 6 and 7 November 1997 is to:

  • give impetus to future ACP-EU relations and to promote the endogenous development of the ACP Group;
  • reflect on ways and means of promoting rapid social and economic development of the ACP States;
  • ensure suitable integration of the ACP Group into the global economy, and in particular the definition of its proper place in the evolving external economic relations network of the EU.

To this end, the Summit will mainly consider the following two points:
  1. Strategic challenges facing the ACP Group in the world today and
  2. ACP-EU relations beyond the year 2000.
The material provided in this website constitutes a background to those issues being discussed in Libreville.
